It looks like peace signs, but he's really making V's for victory. If Rocky was Taiwanese, he would have done this after his run up the stairs rather than the standard fist pump.

update: I just saw a picture of Paris Hilton giving the "V" Only she's got this baffled look on her face. "I'm opening a new clothing line in Japan - why is everybody making peace signs?" Hehehe - they're just saying "good luck, make lots of money."
